Why is the opencart html sitemap not available?

The default sitemap that follows the link /index.php?route=information/sitemap redirects to /sitemap and gives a 403 error. Plugins that can change url like seo url are not active (module status: disabled)

is enabled in the opencart settings, look:

and then it can redirect from design - seo https://yadi.sk/i/5pbX5XjJMr-ewg
if everything is disabled there, then check in htaccess if the redirect can be manually set there.
