Google uses distributed databases, distributed servers. After uploading the application, it gets to one of the servers, after which distribution to all other servers begins, including caching servers located locally at providers. This update, according to my observations, takes half an hour or an hour, but, probably, under conditions of high load on the communication channels or on the servers themselves, synchronization may take longer. At this time, the old version is still on some of the servers, and users are getting the old version.
