There is a huge list of why the notification may not be displayed. The most common reasons are in descending order.
1. The person has disabled receiving notifications from games
2. The person is addicted to another game (but not addicted to yours)
3. The platform or other filters
do not fit 4. The application is not approved and the person is not its developer
...
Notifications are made in such a way that we accept sendSimple/sendMass regardless of whether we show them to the user - filtering happens later.
