Why is the newer version of Photoshop the slower it works?

Why with every new version of Photoshop - more and more starts to slow down on my computer?
Moreover, I perform banal operations - cut, paste, create a layer.
I open the same PSD file in different versions:
in CS3 - everything flies
in CS4 - a little bit slower
in CC, it generally slows down for a couple of seconds before each operation

The newer the software, the faster computers it is intended for. Windows 98 flies where Windows 7 starts with difficulty, the same here.
