Why is the MODX admin broken?

You need to edit the template. In the "elements" tab I see a void https://habrastorage.org/files/a24/243/7b4/a242437...
The site was apparently made by a very clumsy person, since the layout is in the style
<img src="image_9000px.BMP" width="25px">
How do I get access to editing templates?

I had a similar one. Try adding www to the url in the address bar. Or vice versa, remove if www is

Are you logged in as "administrator"? Do you have rights to edit "elements"?
If yes, then you can try deleting the core/cache folder and if it doesn't help, then look in the browser console, maybe JS swears at something.
