Why is the module not included in OpenCart 3?

The Megamenu module does not turn on, I install it correctly, update the cache modifier, everything is according to the instructions.

I wanted to add this module because I can't make two separate menus using standard tools. I want the top, standard horizontal menu to consist only of links to informational strings, and the side menu to contain product categories.

the fact that the status is disabled does not mean that the module does not work, in version 3 it was done that when the module is installed, the name of the module is written to the setting table, and if there is such an entry, then the status shows as enabled, many authors rewrite their modules from 2 to 3 do not take this into account and do not add an entry to this table to the installer, in this regard, the module itself works, but the status is disabled. This status does not affect the functionality of the module.
