Why is the META TITLE parameter not applied?

There is an infoblock Services of the company information from it is displayed in the section Services through the complex component news
Specified in the settings of the news component - to set the page headers.

When I specify in the element settings in the SEO tab the data for the title tag, Bitrix does not apply it, but takes information from the element name.
