Why is the message not sent to c# telegram.bot?

Good afternoon. For some reason, when sending a message through the SendTextMessageAsync method, nothing comes, and this is only on the test win server, everything is sent locally to linux, and there either nothing happens, or if you write .Wait () on the task in the controller, then it just goes on endlessly loading the page, tried to put a timer on the request through the CancellationTokenSource, it is simply ignored. The project uses .net framework 4.7.2

net framework 4.7.2 on linux?
You are a great original. I would recommend changing to net core 3.1
You look and the error will go away.
