Why is the keyboard disabled in the Grub2 menu?

Good afternoon.
What can cause the keyboard to not work in the Grub menu? I can go into the BIOS menu and navigation in the menu works, it also works in LIVE-CD (now I’m writing from under it), but in GRUB (where the items are displayed boot into UBUNTU, check memory, etc.) no. GRUB version GNU GRUB version 2.02~beta2-9ubuntu1.
I also tried to remove the -1 parameter in the rough configuration file and set it to 10, so that after 10 seconds the system would boot automatically, but I get an error when entering the chroot:

chroot: failed to run command '/bin/bash': No such file or directory

Or is it possible to get away from the beta version somehow from under Live? There is no way to replace the keyboard with another one.

look in CMOS/BIOS Setup for USB Legacy, enable it.
