Why is the import and export button disabled in outlook?

I have a new laptop with oem Windows 10 at my disposal. I installed the Office 2013 package on it, the office works properly, but the export and import contacts button is not active. Google could not suggest anything sensible, everything is in order with the localization of the OS and the office. I also tried to install other packages of offices and the problem is the same. The same distribution installed on other computers allows you to export.
