Why is the frequency in cpuinfo higher in Arch than in Ubuntu when idle?

I installed Arch. But I noticed that in Ubuntu, on another SSD, the average frequency (watch grep \"cpu MHz\" /proc/cpuinfo) is minimal - 800.

While in Arch - under 4000 max with normal downtime. And uptime LA is higher.
At the same time, both there and there, intel_pstate + powersave is used.
With what it can be connected? Am I misconfiguring something? I didn't do anything other than the standard steps and installing KDE. Or is it not scary?

Tweak cpufreq on Arch. There is disabled processor power saving.
It’s not scary, if spending on electricity and heating doesn’t scare you.
