Why is the filter not working in Google Analytics?

I set up a filter in Analytics by ip for several domains so that referral traffic is not counted in reports. But he still continues to take it into account and issue it in reports. What could be the catch, why does the analytics system continue to take this traffic into account?
Before that, I put a filter on the domain itself, but somewhere on the network I read that it is better to put a filter on the ip-address of this domain.
Please advise what could be the problem?

You have porridge. Filter by IP address will filter hits generated by site visitors with this IP address. To exclude traffic coming from domains, you need to create an extended segment that will not contain the required Sources.
