Why is the file not opening, but downloading?

Using ChromiumWebBrowser and CefSharp I specify the path to the PDF file on the computer and try to open it on the toolStripContainer. On one computer, the file opens normally, on the other, a form for saving it opens. What could be the problem? How can I make it open in the toolStripContainer, and not offer to specify the path to save?
