Why is the DNS server not starting?

Hello! There is a server with Debian 8, it has bind and its own DNS servers.
When I try to restart the nameserver, I get this:

[email protected]:# rndc reload
rndc: connect failed: 127.0.0.1#953: connection refused

Sites do not work, instead of the site an error is generated Cannot find the DNS address of the server DNS_PROBE_FINISHED_NXDOMAIN
What could be the problem?

IPTables blocked port 953, after disabling it everything fell into place

And what's in the logs?
Most likely, they either screwed up in the config and bind died from this, or the port is already occupied by someone, for example, dnsmasq, which is now the default in desktops.
