Why is the discount applied to unauthorized users despite the settings?

The site has a loyalty program that applies only to authorized customers 5% discount.
I put restrictions on the discount only for authorized users.
The discount applies to everyone, even to guests. I cleared the cache, tried it from different browsers, nothing helps ....


I also set user groups in additional conditions, it still doesn't help ...
