Why is the client site slowing down?

Help to find the sources of brakes when loading the site. It's wildly slow, Google's pagespeed scores 43, and recommendations don't quite help matters.
The site slows down even in the admin panel, i.e. front-end scripts are not the only culprit. How to check the server response time and is everything okay with it?
Here is what the debug script says...

232 - столько SQL запросов к базе.
16,795383 - за столько сгенерировалась страница.

Everything is bad with the work - the first request is processed for a long time. This may be due to server settings, but most likely the template code is not optimized. Check with debug bar plugin
