Why is the caret outside the input field in ie 9 10?

In the competitions and grants section, if you click on the circles, you will have access to filling out the form, and so in ie 9 10 running windows 7 (it works on 10), it is impossible to select input. Sometimes the caret appears but somewhere nearby, in most cases the selection does not occur at all. What could be the problem?
