Why is the bem command not running?

I do everything according to the instructions , it comes to the command bem create -l desktop.blocks -b input -T cssand the console issues:

bimbatron:bem bimba$ bem create -l desktop.blocks -b input -T css
-bash: bem: command not found

What's the matter? The file structure is here:
