Why is the application not going to ROR?

Good day to all!
I'm trying to create a simple application on ROR, I do everything according to the instructions, I installed ruby 2.7.0, ROR 6, sq lite3. Next , I write $ rails new app and I only have config.ru, Gemfile, Rakefile, README.md installed and that's it!
The system is Ubuntu, just installed and everything is pro-upgrade, fresh. Tell me what could be the problem?

I always use the rails installation tutorial at the link:
https://gorails.com/setup/ubuntu/19.10
Always works as it should.

There is such a problem. thor reinstall to version 0.20.3 or git install
