Why is the 404 error not working?

The page contains the "bitrix:news" component. Links like "site.ru/blog/article/" lead to an article in the blog. Links like "site.ru/blog/article/index.php/" (or any other text except "index.php") lead to the article list page and are indexed by search engines. The "Set status 404" setting is enabled, but no 404 error is thrown. How to fix?
