Why is Structured Data indexed only after a manual Fetch and not after a sitemap submission?

Can you please tell me why Search Console does not select JSON-LD after sitemap submission? Only a couple of pages were added to Structured Data and only those that I tried through Fetch as Google.

Well, does it show that Google reindexed all the pages from the sitemap? How long does it usually take for you to complete a reindex?
