Why is SSH not logging?

Started a new server on Ubuntu 16.04 and found that the /var/log/auth.log. Topics have only one line with content - -ne.
The settings file /etc/ssh/sshd_configsays:

# Logging
SyslogFacility AUTH
LogLevel INFO

I tried restarting the services and the server.

Because rsyslog is not installed.
apt-get install rsyslog
