Why is Pure-Ftpd refusing to let users in?

Good afternoon, everyone
I ask for help, it would seem in such a simple question, because I don’t know where to poke anymore, there is pure-ftpd, configured with the following type of authorization

[[email protected] /usr/local/etc]# vi pure-ftpd.conf
.............
# PureDB user database (see README.Virtual-Users)
PureDB                        /usr/local/etc/pureftpd.passwd

The user base is created, folders are configured, but ftp gives the following error.

What command created /usr/local/etc/pureftpd.passwd? pure-pw?

Here is the conclusion, I do all the manipulations through pure-pw

[[email protected] /usr/local/etc]# pgrep -fl pure
933 pure-ftpd (SERVER)

simple UnixAuthentication works, but it's not clear with virtual users...
