Why is PhpStorm window maximized under others?

I minimize the window by clicking on it on the taskbar. Then again, clicking on it in the taskbar, I expand it and it expands, but it is located under all the other windows and until you minimize all the other windows it is impossible to get into it.
This happens on 2 computers with Kubuntu 18.04.
I don't even know which way to dig
