Why is phpmyadmin not updated via composer?

I installed phpmyadmin via composer - it was version 4.9.0.1, I see that 4.9.1 was released and I need to update. I go to the folder where I installed it, I run composer update, but only the accompanying libraries are updated. Why is that?
