Why is php running slowly on a dedicated server?
Hello.
A script was written on Yii framework v1
On a local machine it works in 0.09s
On a VPS it works in 0.1 seconds
And on a dedicated server where the script should work in 0.33 seconds
VPS and a dedicated server are set from 0 on Debian 8 under ISPmanager 5

Intel Atom :)
From personal experience, it's impossible to host on atom, permanent brakes. Partially solved by disabling power saving through the BIOS.
And you are comparing a top 6-core server processor and a household 2-core Atom

The performance of 1 E5 - 2630 core is 6 times faster than your atom. The atom has 2 cores, total performance drop by at least 3 times. This is where you actually got it. I can only say that your VPS will not oversell)

What is being used as a web server?

If Dedik, then the Xeon processor is best. It was originally developed for the server.
