Why is one or both payment methods from the opencart product card no longer displayed?

Hello! There is a store on opencart 2.3. From the basket of orders, I removed everything superfluous, including payment methods. And I added them to the product card itself.

They are displayed normally in the product card,

but only until the first order. After the first order, only one payment method starts to be displayed - cashless payment. I thought it was removed during the first order. But both of them are in the database, on the screen they have id 18

Why can this be? I guess something is going on somewhere in the controller during the first checkout.

Maybe I'm wrong, but - Quantity indicates the quantity of goods for this option. That is, you indicated 1 unit of goods is available for non-cash payment.
Try to test by changing the value of the quantity of goods in this option
