Why is nginx always returning 404?

Nginx

for an hour I can’t figure out why nginx started returning an empty page with an nginx 404 response for all requests.
The request does not reach php.
error.log is empty.
The access.log only shows information about the fact that there was a request for the url, and a 404 response was issued.
How to see debug information, what uri the request comes to and how it is parsed in nginx?
