Why is news.list pagination just text without links?

We need to implement lazyload on the news page. Since I don’t know where to start, I decided to first bring out the pagination and masturbate with it. But for some reason page numbers without links are just text :
Home | Prev | 1 2 | Track. | End . Why are there no links?
