Why is my PC consuming traffic in standby mode?

Hello! When a PC is connected to the phone's WiFi in standby mode, the PC consumes data. How to make it so that the traffic would be spent only on the loading Chrome tab? And if I don’t load anything, the traffic is still spent, I don’t understand where. How can I make it only consume when I load a tab in Chrome? Thank you!
