Why is my laptop slow?

Hello.
Googled a lot of requests somehow "hp laggs on w8", "online video laggs on w8 hp"
I did not find anything sensible.
I'm not very familiar with laptops and their models, especially HP and W8, so I'll forgive the help here.
The subject is that the laptop is extremely slow.
Video on the Internet in any px is played with constant lags, as if 20 fps
Displays a list of folders with a delay in seconds 3
Symbols and letters are put with a delay of 0.5s
In general, it’s just not even sefrit, my ancient Galaxy S Advance works faster on the web .
The laptop is not mine, it was bought in the EU, there is even a guarantee. But it just lies and gathers dust, because it works terribly.
W8 license purchased.
Those parameters:
HP, Windows 8, x64
AMD E2-1800 APU 1.70Ghz
4GB RAM
I can't give you a model, because to see it, you either have to open the battery or use some utilities from HP's poor website. I just got here and passed the captcha.
Memory is used in normal mode by about 50%
CPU is always at 70%
Some kind of Backup Stack.exe always eats ~ 40% of the CPU
I just can not find the reason.
I suspect. that the problem is not only in the copy, but in general, a laptop bought in 2013 new for $500 is slower than an iPad for $400.
Is that how it should be, or is there some way to improve performance?

stand with additional cooling and put a normal OS.

Apparently BackupStack eats not only the CPU, but also the memory from the HDD. hence the brakes.
I propose to demolish MyPCBackup from Just Develop It and see what remains to load the system.

AMD E2-1800 APU 1.70Ghz is a very slow gem by itself. Well, and yet, I would look in the direction of overheating of the HP model, let's say economy class, have frequent problems with cooling.

you need to start looking for the cause by checking how many "unnecessary" programs are running in the background.
1. Usually new laptops with pre-installation include a bunch of pre-installed programs: antivirus software, disk management software + a set from the manufacturer. For example, 8 was installed on my asus! programs.
2. Next, launch System Monitor. look at what exactly the brakes are: the processor is at its limit or the access to the hard disk is very large. For example, if the laptop has not been turned on for a long time. and you have automatic updates configured, then it will download and install all the "updates" in the background without you.
3. Perhaps you have a really very slow vidyukha (if it is Integrated) or if it is external and without drivers.
4. as mentioned above - perhaps some element is overheating. The fan on the CPU is clogged with dust or the hdd has overheated.
