People help razobratsya. More than one proxy server does not work ... I tried proxies for both http and socket4/5, but all to no purpose. I used purely free servers, but I tried 100500, at least one of them should have worked, especially since they constantly check. I reset the settings to default and let the system automatically detect the network settings, it did not help. I ask for help because I've rummaged all over Google and haven't found anything sensible, I've been struggling with the problem for a week now. There is also an error in openvpn "netsh command failed: returned error code 1" although the system language is generally English and Russian characters are not present anywhere, perhaps this is somehow connected?
