Why is mail not sent from Bitrix?

Good day!
I tried everything I could think of, double-checked the mail templates, did a test send via the php command line and the letter arrived without problems, but the templates are not sent, although they are active and filled, I checked dbconn, the
select * from b_event order by id desc
letters do not go through the sql query, it is in the SUCCESS_EXEC column F
What can be that missed?

Are there errors during the system check?
No need to query the database to see what's there. If there is data in b_event - an error will be displayed when testing in Bitrix.
Put a regular Feedback Form on the test page, set up the parameters, go through the parameters of the Main module and the Sites settings and try sending a message with the form.
See server logs if available.
