Why is it taking so long to create Web App + MySQL on Azure?

Hello!
I chose "Web App + MySQL" from the Azure marketplace. Actually, I specified everything that was needed and the solution was added to the main panel with the status "Web App + MySQL is being created". This is being created for more than two hours, what could be the problem that it is taking so long?

Cancel the creation process, if possible. This is their mistake. Web App + MySQL on Azure takes a maximum of 10 minutes to build.
