Why is it so hard to figure out what kind of application to create?

Why is it so hard to figure out what to create? There is a huge platform for creativity in game development, i.e. if you want a game about space, you can add aliens, asteroids, make them move, come up with a plot, etc.
And with applications for different operating systems, not only for android, you have to think about what people need, although there are already a lot of applications, and what to do in this case?
I create games, but for study or for learning new things, you can also create applications, and then such problems pop up.

I give an interesting idea for an interesting project, and maybe even a business, for free without SMS :)
Make a weather aggregator.
The user opens the mobile application and sees a forecast there not from one source, but from several (for example, 5-10 pieces). For all, averaged data is calculated to be more accurate.
Some sources can be highlighted with color / bold or put higher in the list, which give a more accurate forecast. And so on and so forth, everything that is connected with the calculation of a more accurate forecast.
You can add the "forecast is not accurate" button, when such votes are collected in N pieces, all users of this city will be highlighted that some kind of forecast from some source is not accurate.
You can come up with a lot of such chips, think.
I wanted to make such a service, but for various reasons (not economic) I changed my mind. I can't wait for someone to make it.
I think it will be possible to make money on it, because. your attendance should go off scale if the service "raises".
Basically, it's a venture. If you're lucky, you can get rich, or maybe not :)
