Why is it possible to print over the network in the local network 192.168.0.1/24, but not in 10.0.127.1/24?

The situation is as follows, there is a network 10.0.127.1/24; it was created by the provider for the needs of the office, these are our partnership agreements with him. But it is impossible to print from Mac OS X to a Win7 machine on which printers are shared. If you take these two computers and translate them into 192.168.0.1/24, then printing occurs without any problems.
What to do in this situation?

It is necessary to check whether the address on the 10.0.127.0 network is pinged, in what mode the network is on Win 7 - it can be home, public or work - this implies restrictions on access to Win resources.
