Why is inheritance a violation of encapsulation?

There is a phrase in the article on Habré :

inheritance is a violation of encapsulation.

In what exactly is encapsulation violated, in method overriding? But unless "data hiding" is broken by it.
In pursuit: inheritance is bad or inheritance with method overriding is bad?
