Why is imac making noise?

iMac

I bought an imac 27 2015 latest with a 1tb fusion drive.
The fans are constantly running and the noise interferes with programming.
They start working immediately after turning on and never stop
Temperature 33 degrees
I tried to regulate through tg pro - the interface does not allow to decrease below 1200 rpm.
The service center says that everything is working properly.
Resetting the SMC controller did not help.
Can anyone come across?
