Why is igmpproxy & udpxy not in the Debian/CentOS repository?

Hello.
actual subject.
It seems that the software is free, but for some reason they didn’t maintain it.
In the same OpenWRT, for example, both packages are collected in the repository.

No, and there is no trial -) then the brilliance and poverty of open source. All in your hands.
For CentOS there was a CentAlt repository. It closed last year.
His mirrors remained, I can not recommend for use.
First look what's there and build it yourself:
mirror.sysadminguide.net/centalt/repository/centos...
mirror.sysadminguide.net/centalt/repository/centos...
mirror.sysadminguide.net/centalt/repository/centos.. mirror.sysadminguide.net/centalt/repository/centos
...
mirror.sysadminguide.net/centalt/repository/centos...

"Great question." Because there were reasons for that. For example, some kind of incompatibility with some of the kernel modules. Perhaps you have old versions of the OS / their kernels, or the software itself has not been updated for a very long time.
In general, such questions should not be asked here, but in the communities of OS data developers.
Often, if there are no packages, there are sources from which you can build the package yourself.
Forgot. Sometimes there are no packages simply because no one even thought to collect them. Hands did not reach, or they were forgotten / did not know about their existence.
