Why is html not updating?

My html is not updated on the local server (although the styles that are connected to this html are changing !!!!), restarting the local server, ctrl + f5 and clearing the cache does not help. What could be the reason?

Try the meta tag

<meta http-equiv="Cache-Control" content="no-cache" />

And look at the server settings

I had this:
The site server was set up like a dub, I wanted to tighten the screws, well, you will understand, the Thai site had an https connection, but the redirect did not work and the certificate was there. I did a redirect using htassets. And what do you think, the host does not respond only through this redirect. Maybe I registered the wrong address, but I checked it a million times, copied it.
