Why is Handoff not syncing tabs?

The bottom line is that synchronization is enabled between safari Mac os and iOS, but on iOS there are tabs that have been closed for a long time and have not been reopened on a poppy. If you close them on iOS, then after a few seconds they will reappear like tabs open on Mac os. Has anyone encountered such a problem? Clearing cache/history didn't help.
