Why is google recaptcha not working (IE and Edge)?

Cyrillic domain. The Google dashboard contains both the Cyrillic URL and the host name (punycode). Google Recaptcha showed "Invalid domain for site key". I removed the lang attribute in the html tag, the error disappeared. It began to display "An error occurred. Try reloading the page." In the console it is (see screenshot). This is ONLY in IE and Edge browsers.
Moreover, recaptcha__ru.js (we look at the request and response headers in the developer tools) displays the referer in general in CP866 encoding, and this is only in IE and Edge. I also indicated the domain name in CP866 in the dashboard.
