Why is Google Play not detected in the emulator?

Hello colleagues. Trying to install Google Play on emulator (SDK 19, not google api).
I tried two methods:
1. Run GmsCore.apk, GoogleLoginService.apk, GoogleServicesFramework.apk and Phonesky.apk in /system/priv-app/ - it worked, but this method does not suit me.
2. Take system.img, mount it, copy the same files there, start the emulator.
Actually, in the second method, there are files (I look through adb - they really lie there, rights are 644, as it should be), but Google Play does not appear in the list of installed applications.
Tried deleting cache.img.
What could be the problem?

Try the Genymotion emulator. There, google play is installed simply by dragging and dropping gapps for the corresponding version of android.
