Why is Github Pages still not blocked in Russia?

Anyone can take and attach their domain to Github Pages https://help.github.com/articles/setting-up-an-ape... , and then post any content there that will be banned for one reason or another in Russia and the site will be blocked by Roskomnadzor. Since we mainly block the site by ip, and Github Pages has only two ips, after blocking all sites on this hosting will be inaccessible. This happens for example with Cloudflare, why doesn't it happen with Github Pages?

Secondly, blocking is approached individually. Such globally important sites as GitHub do not block with the condo.
Thirdly, many sites from that side simply began to cover individual pages for the Russian Federation.
Even pornhub requires authorization by age, all sorts of Facebook-YouTubes simply do not display pages that they are asked not to display on behalf of the state.

Already been there somehow in the blocking. The fact is that it is used not only by IT specialists for weekend projects. Some IT companies just need it for their daily work. Therefore, in the event of a blockage of Git, at best, they will quickly bypass the blockages, at worst, they will dump them where they and not only do not exist.
