Why is git flow not working?

I did everything according to this instruction, but when I run the commands, I get an error that there is no libiconv2.dll, but it is in both system32 and git/bin. What could be the problem?

Assumptions:
1. reboot/
re-login 2. libiconv2.dll of unprivileged bitness
