Why is ftp upload not working?

Hello. Can anyone come across, tell me what could be the problem. I set up ftp, made a mapping of a local project with a remote one, everything works out. Made synchronization by pressing ctrl + s. But here the problem is incomprehensible, or I do not understand something.
When I open the local project file for the first time, I make changes, I press ctrl + s, the data flies to the server - everything is ok, but when I make subsequent changes, for some reason the data of this file does not fly anymore, or rather, they kind of fly but do not fly .. )
Krch when I open a file from the remote project explorer, then there are changes there, but they are not on the server, you should click upload in this file and then only the data flies away. When I click buttons from the deployment menu such as syncronization, uploud, the data also does not fly away ....
And well, I also have ftp configured as a "passive mode" for some reason, without it, it finally doesn't connect, maybe it's because of the passive mode?
