Why is filezilla ftp server not working?

Good afternoon!
I set up filezilla ftp server. I
connect to it from the outside (no-ip service on the server).
1. Via filezilla clinet - connect ok download and upload files.
2. It also enters through the browser, but only for downloading files.
3. Through Total comander I don't understand what's going on: when connecting, no errors are issued, but the download window hangs .. ftp status 150. Type opening a data channel.
4. Windows does not enter through the explorer: it writes
200 Type set to A
227 Entering passive mode (here is my ip and port from my allowed range).
Why does points 3 and 4 not work?
