Why is devServer in WebPack not tracking changes?

I'm learning webpack and ran into a problem that can't be discussed with a lecturer (youtube video). The change is simple: I make some correction in index.js.
In the attached repository there is a screen of the terminal, which has a line that is possibly problematic: webpack output is served from: /
I think this line should contain Not just a slash, but this: /dist/
But this is just my guess, maybe the problem is something else.
Tell me, please, what is the problem?
