Why is cursor movement not as sensitive on ubuntu as on Windows?

Not for the first time I notice, no matter how many different versions of Linux I put everywhere, the cursor moves like cotton wool chtoli,
as if with some kind of delay or reduced sensitivity.
However, on Windows (on any version) the reaction to moving the mouse is almost instantaneous.
Tell. with what it can be connected? is it double buffering? is there really a way to fix it?
