Apparently the key sticks on the keyboard itself. It needs to be cleaned or replaced.

Severely ... Demolish Windows without trying to check the viability of the physical keyboard. If Ctrl is highlighted on the on-screen keyboard, then these keys are involved on the physical one. Change the keyboard, or at least disable it, to make sure that the problem is in it.
